Unfortunately ING does not make its retail banking app available worldwide. Don't be so thankful. This is the banks obligation not a favour.

Not quite true true for Appstore. App has to be "published" in the Appstore of the country to be available. You can have it only if your Appstore account is registered in the country where the App is published.
I do not have experience with Googleplay app country distribution.
